Through its annual Pavement Overlay Program, now in its 26th year, Bellevue, WA keeps its roads smooth. Each year streets are evaluated and those most in need of attention are repaved. The program is cost effective because a complete pavement rebuild can cost up to three times more than a two-inch overlay of asphalt.
